What is the meaning of 7/16 port?
Is the 1 1/4 hole size the area it covers or the size of the hole in tub?

The port size is the size of the hole water and ozone exit from. The hole size is the size of the hole you need to have in your hot tub to install this fitting.

If my current one doesn’t use a gasket, should I use the one provided? Or silicone it like it was done at the factory?
